Does advanced AI mean the end of our democracy?

A summary:

In Sapiens: A Brief History of Humankind, the Israeli historian Yuval Noah Harari traces the history of humanity from the earliest days of Homo sapiens to modern times. Harari’s central thesis is that human progress stems from our unique ability to collaborate and form complex societies, with stories and mythology playing a crucial role.

His latest book, Nexus, focuses on the information systems that people use to spread these stories and myths. For example, he describes the Bible as a particularly powerful technology that has profoundly influenced billions of people. This raises the question of what the rise of artificial intelligence – the most powerful technology we’ve ever encountered – will bring.

The new threat of AI
According to Harari, the current computer age is based on the openness of information. In other words, the freer information flows, the better society functions. However, the author believes this is a naïve view. Despite having vast amounts of information at our disposal, we’ve produced more weapons of mass destruction than ever, destroyed more habitats, and pumped billions of tons of CO2 into the atmosphere, even though that information showed us we were inching closer to our own destruction. Will more information improve the situation? Tech optimists think so, like venture capitalist Marc Andreessen, who wrote a widely read essay in 2023 explaining why AI will save the world and why the panic surrounding AI is, in his view, misplaced.

Other AI experts are less optimistic. In 2023, a group of top AI specialists – including the heads of OpenAI and Google DeepMind – warned that artificial intelligence could lead to human extinction. Dozens signed a statement published on the Center for AI Safety’s website. ‘Mitigating the risk of AI-induced extinction should be a global priority, alongside other societal-scale risks such as pandemics and nuclear war’, it reads.

Harari believes we need to be aware of the dangers and the more sinister side of artificial intelligence. By understanding the history of information networks, we can avoid mistakes. However, he also notes crucial differences between AI and past technologies. AI is not just a tool; it is an agent. It is the first technology capable of generating its own ideas and making decisions. This brings two major risks: it can amplify existing conflicts and further polarize the world, or worse, AI could become a totalitarian force that completely controls our lives and politics.

Manipulation and mass destruction through toxic information
Historically, information networks have always been vulnerable to manipulation. Harari gives examples of how toxic information has had disastrous consequences, such as the witch hunts in the Middle Ages and the persecution of the Rohingya in Myanmar, caused by Facebook algorithms that prioritized maximum ‘engagement’. Social media and AI can take this manipulation to new heights by creating mass illusions that weaken democracies.

Democracy is already under pressure from populist leaders who claim to be the only ones who understand the people’s needs and who sow doubt about democratic institutions such as the media, the courts, and politics. Research shows that social media further contributes to this political polarization. AI could accelerate this even more through advanced algorithms that spread disinformation and amplify extreme opinions. AI’s ability to control human language, simulate empathy, and manipulate people makes it even more dangerous in the political arena.

As billions of intelligent agents enter our information networks, the likelihood of new mass illusions arising, similar to Nazism, Stalinism, or the current ideologies of Putin’s Russia, increases significantly. After all, information and truth are not the same. Without measures to tip the balance in favor of truth, society risks being overwhelmed by a swamp of ‘alternative truths’, which could seriously endanger society and democracy.

Controlling AI and the struggle for truth
Harari emphasizes that taking responsibility for AI is essential. Tech companies like Facebook must be held accountable for the consequences of their algorithms, which often fuel hatred and polarization. Networks must develop self-correcting mechanisms that reward truth and counter disinformation.

Another important issue is the ‘alignment problem’: AI can come up with solutions that humans hadn’t anticipated, leading to unpredictable and undesirable outcomes. Harari advocates for developing AI systems that seek feedback before making decisions to prevent dangerous outcomes.

To protect democracy from AI, Harari calls for the decentralization of information networks and strict regulation of AI applications. AI mimicking humans, such as in chatbots, should be banned to prevent manipulation of the political process. Furthermore, companies like Amazon must become more transparent about their internal processes so that information doesn’t flow in just one direction.

Hope and future outlook
Harari is not entirely negative about technology and AI. As a gay man, he found no one to connect with in his small Israeli village, but through a Facebook group, he met his current husband. Nevertheless, his view of humanity is less optimistic than someone like Andreessen’s, and history seems to be on his side. The stakes have never been higher than they are now, in the AI era. With the unprecedented power of this technology, humanity cannot afford to repeat the mistakes of the past.

The impact of AI on the global economy and the labor market will be enormous. The hope is that, amid the various superpowers, we can find common ground and stories that inspire us to make the right decisions so that AI contributes positively to the story of humanity and the evolution of life on Earth.

Het einde van de geschiedenis is uitgesteld

In 1992 publiceerde Francis Fukuyama het boek ‘The End of History and the Last Man’. Hierin stelde de politieke wetenschapper dat de geschiedenis volgens een evolutionair proces verloopt. De liberale democratie is volgens Fukuyama de superieure regeringsvorm van landen, en hoe meer landen dit systeem omarmen, hoe minder oorlogen er zullen uitbreken.

Overigens heeft hij het daarbij meer over Europa dan over de Verenigde Staten en met goede reden, denk ik. De kans dat Frankrijk volgende week Nederland binnenvalt, of dat België de oorlog verklaart aan Italië, is vrij gering. Amerika is een ander verhaal. Trump begint steeds extremere taal uit te slaan. De bestormers van het Capitool in 2021 noemde hij onlangs ‘gijzelaars’ en immigranten ‘beesten’.

Macro-investeerder Ray Dalio maakt zich zorgen over de groeiende tegenstellingen in de VS en de verslechterende financiële situatie. Bij zowel de democraten als republikeinen krijgen meer extreme visies de overhand en verdwijnen de gematigde meningen. De volgende fase voor de VS is volgens Dalio een staat van burgeroorlog. Het hoeft geen ‘echte’ oorlog te betekenen; een vreedzame revolutie waarin de schulden worden geherstructureerd is ook mogelijk. Maar wanneer gewelddadige conflicten toenemen (denk aan de bestorming van het Capitool) weet je dat een land in de problemen zit. Dalio schat de kans op een binnenlandse oorlog in de VS op dertig procent de komende tien jaar.

En hoe zit het met Europa? Het continent zal niet onderling de strijd aangaan, maar voor het eerst sinds de Tweede Wereldoorlog is er weer een echte usurpator op het Europese continent bezig. Europeanen hebben in een vredesbubbel gezeten, en hebben daardoor de afgelopen decennia veel te weinig geïnvesteerd in defensie. Daardoor zijn we nu niet voorbereid om ons adequaat te verzetten tegen de invasie van Oekraïne. Vanaf het begin is Europa heel duidelijk geweest: We nemen economische sancties tegen Rusland en steunen Oekraïne financieel, maar we gaan in geen geval manschappen sturen. Daarbij is Poetin van handige strategische informatie voorzien.

Inmiddels staan de kranten dagelijks vol met berichten over dat Europese landen veel meer moeten investeren in defensie en moeten overschakelen op een oorlogseconomie. En helaas terecht; het lijkt me niet wenselijk dat we ons nog eens laten overrompelen door een brutale dictator als Poetin. Als een despoot over de schreef gaat op het continent, moet Europa hem zelf een keihard pak slaag kunnen geven, zonder afhankelijk te hoeven zijn van de VS. Zeker gezien de mogelijke terugkeer van een zekere clown in het Witte Huis.

En zo wordt het einde van de geschiedenis uitgesteld. Europa behoudt zijn liberale democratie, maar bereidt zich voor op een lange periode van geopolitieke onrust. Daarbij is haast geboden nu het verhaal naar buiten is gekomen dat Poetin zich voorbereidt op een grootschalige oorlog met de NAVO en waarbij we dus mogelijk niet op de VS hoeven te rekenen.

Het uitbreiden van het democratische model zit voorlopig niet in de kaarten. Behouden wat we hebben wordt al uitdaging genoeg met die populistische golf die momenteel de wereld overspoelt.

BOEM! De natuurherstelwet van de EU is afgeknald. Ondanks dramatische rapporten van Europese natuurorganisaties over de stand van de natuur krijgt de wet in Brussel onvoldoende steun. En het volk, het merendeel althans, juicht. Ze zijn blij dat hun echte problemen, zoals woningnood, nu zullen worden aangepakt of in elk geval niet verder zullen worden belemmerd. De mens gaat nu eindelijk weer eens voor op de insecten en de vogels. Hoera.

Het kortetermijndenken heeft met het slopen van deze wet een grote strijd gewonnen, maar dit is pas het begin…

Er zijn dit jaar Europese verkiezingen, en dit besluit laat zien wat voor uitslag we kunnen verwachten: een overweldigende meerderheid voor rechts / populistisch rechts. En daarmee nog meer steun voor het verder vergiftigen, exploiteren en afbreken van onze leefomgeving.

Wanneer Trump ook nog wordt gekozen tot president van de VS is de nachtmerrie compleet: de wereld wordt dan grotendeels bestuurd door politici die weigeren de grootste bedreigingen voor de planeet aan te pakken en al hun pijlen richten op winstmaximalisatie op de korte termijn.

Het feit dat dit überhaupt kan gebeuren – PVV in Nederland de grootste en hoogstwaarschijnlijk ook populistische overwinningen in de EU en de VS – toont de huidige mindset, het collectieve (on)bewustzijn, van de mensheid aan. We kiezen er massaal voor om op onze huidige ramkoers door te gaan in plaats van het roer radicaal om te gooien. Op korte termijn kunnen we lekker op oude voet door blijven consumeren, maar op langere termijn is het fataal.

De mens lijkt te zijn vergeten dat we onderdeel zijn van een ecosysteem. Wanneer je radicaal gaat ingrijpen in dit systeem – wat de mens doet – gaat dit zich op den duur keihard tegen je keren. Dit is allang gaande, en de kansen om het tij nog te keren nemen in hoog tempo af. Het erge is dat deze mindset niet wordt bestreden, maar eerder wordt toegejuicht. Of de mensen halen er laconiek hun schouders over op.

Shell maakte onlangs bekend de CO2-reductiedoelen voor 2030 naar beneden bij te stellen. Waar waren de woedende politici die zeiden er alles aan te zullen doen om dit walgelijke besluit te bestrijden? De moreel verwerpelijke plannen van Shell gedijen uitstekend in de huidige wereld met de heersende mindset.

Waar gaat dit uiteindelijk toe leiden? In mei verschijnt het vijfde deel van de serie Mad Max in de bioscoop (Furiosa: A Mad Max Saga). Deze films hebben ons met succes een beeld voorgeschoteld van de apocalyptische wereld waar we naar op weg zijn: geen natuur, geen grondstoffen, en een uitgedunde mensheid. Ik vrees dat deze films actueler dan ooit zijn en 2024 lijkt de voorgeschiedenis van deze filmserie heel accuraat te gaan vertellen.
